บริเวณด้านหน้าศาลากลาง จ.ขอนแก่น ได้มีกลุ่มผู้ค้าสลากรายย่อยและกลุ่มผู้ค้าสลากเสรีที่ขึ้นทะเบียนกับจังหวัดและสำนักงานสลากกินแบ่งรัฐบาล กว่า 200 คนมารวมตัวกันเพื่อยื่นหนังสือคัดค้านคำแถลงการยกเลิกสิทธิซื้อและจองสลากฯ ของสำนักงานสลากกินแบ่งรัฐบาล ผ่านนายสมศักดิ์ จังตระกุล ผวจ.ขอนแก่น เพื่อส่งถึงสำนักงานสลากกินแบ่งรัฐบาลในการพิจารณาทบทวนมาตรการและคำสั่งดังกล่าว ท่ามกลางมาตรการควบคุมและป้องกันการแพร่ระบาดของเชื้อไวรัสโควิด-19 อย่างเข้มงวด โดยกำหนดให้ผู้ชุมนุมอยู่ที่บริเวณด้านหน้าอาคารสำนักงานศาลากลาง ก่อนที่นายจารึก เหล่าประเสริฐ รอง ผวจ.ขอนแก่นและ นายพิชัย วันตา ป้องกัน จ.ขอนแก่น จะเข้ามารับหนังสือและพูดคุยกับผู้ค้าสลากฯในเขต จ.ขอนแก่น จนเข้าใจกันก่อนที่ผู้ค้าทั้งหมดจะเดินทางกลับ
นายจักร เตสุกุล อายุ 45 ปี แกนนำกลุ่มผู้ค้าสลากฯ จ.ขอนแก่น กล่าวว่า การรวมตัวดังกล่าวของกลุ่มผู้ค้าสลากฯ วันนี้เป็นเพียงบางส่วนตามการนัดหมายเพียงไม่กี่วัน เพื่อที่จะส่งเรื่องคัดค้านและให้สำนักงานสลากกินแบ่งรัฐบาล นั้นได้ทบทวนมาตาการและคำสั่งการยกเลิกสิทธิ์ซื้อและจองสลากฯ โดยจะทำการยกเลิกในกลุ่มผู้ค้าสลากเสรี ทั่วประเทศ ตามแนวทางการแก้ไขปัญหาสลากฯแพง ซึ่งหากมองขอเท็จจริงที่เกิดขึ้นนั้น ผู้ค้าสลากฯทั้งประเทศ มีมากกว่า 100,000 ราย ซึ่งถือเป็นกลุ่มผู้ค้าจำนวนไม่มากที่จะสามารถทำให้ราคาจำหน่ายสลากฯนั้นมีราคาแพงได้ เนื่องจากผู้ค้าเสรีฯที่ไดรับการจัดสรรสลากฯ ตามการลงรายชื่อผ่านทางจังหวัดและสำนักงานสลากฯนั้นมีสิทธ์ในการจองสลากฯมาจำหน่ายได้เพียงคนละ 5 เล่มเท่านั้น หรือคนละ 500 ใบ
“ หลังหวยออก หากมีสลากฯมาวางจำหน่ายนั้นยืนยันได้ว่าไม่ใช่ลอตเตอรี่ของผู้ค้าเสรีและผู้ค้ารายย่อยอย่างแน่นอน แต่เป็นสลากฯของกลุ่มผู้ค้าแบบโควตา ซึ่งข้อเท็จจริงนั้น หากหวยออกวันที่ 1 วันที่ 2-4 ของทุกเดือน กองสลากฯ จะจัดสรรลอตเตอรี่ให้กับผู้ค้าโควต้าก่อน ซึ่งผู้ค้าเสรี จะได้สลากฯในวันที่ 5 และหากงวดประจำวันที่ 16 เมื่อหวยออกแล้ว วันที 17-19 กองสลากฯจะจัดสรรสลากฯให้กับผู้ค้าโควตาก่อน ส่วนผู้ค้าเสรีจะได้รับสลากในวันที่ 20 ซึ่งในช่วงที่ผู้ค้าโควต้าได้รับสลากฯมาแล้วราคาก็จะปั่นขึ้นอย่างมาก จากต้นทุ70.4 บาทต่อใบก็จะแพงไปเป็นทอดๆ ดังนั้นหากจะยกเลิกสิทธิ์ ก็ควรที่จะพิจารณายกเลิกทั้งระบบและมาจัดสรรกันใหม่”
นายจักร กล่าวต่ออีกว่า การชุมนุมรวมตัวกันของผู้ค้าสลากเสรี ที่ได้รับสิทธิ์จำหน่ายสลากฯ วันนี้ไม่ได้มาเรียกร้องหรือมีเงื่อนไขใดๆ แต่ต้องการให้สำนักงานสลากกินแบ่งรัฐบาลได้ทบทวนมาตรการที่กำหนดออกมาตามที่ข่าวและข้อมูลที่ประชาชนทั้งประเทศได้รับทราบอยู่ในขณะนี้ดังนั้นหากมีการพิจารณาทบทวนยกเลิกก็ควรยกเลิกการจัดสรรสลากฯให้กับทุกกลุ่มทั้งกลุ่มผู้ค้าเสรีและกลุ่มผู้ค้าแบบโควต้า อย่ามาเลือกเฉพาะกลุ่มผู้ค้าเสรี ที่ส่วนใหญ่เป็นผู้สูงอายุ คนพิการ หรือประชาชนทั่วไป ที่ค้าสลากฯในแต่ละพื้นที่ เพราะบางคนทำนาฝนแล้ง ก็มาขายสลากฯเพื่อประทังชีวิต บางคนยึดเป็นอาชีพหลักในการหาเลี้ยงครอบครัว ซึ่งการแก้ไขปัญหาราคาสลากฯแพงนั้นสำนักงานสลากกินแบ่งรัฐบาลมีมาตรการและแนวทางในการดำเนินงานที่ชัดเจนและเข้มงวดอยู่แล้ว ดังนั้นการจะออกมายกเลิกสิทธิ์การจำหน่ายสลากฯในกลุ่มผ้าเสรีนั้นเป็นสิ่งที่ไม่ถูกต้องอย่างมาก
