จากการติดตามบรรยากาศการดำเนินชีวิตของประชาชน ในช่วงเก็บเกี่ยวผลผลิตข้าวนาปี ซึ่งที่นอกจากจะประสบปัญหาราคาข้าวตกต่ำ และดำเนินชีวิตด้วยความระมัดระวัง จากสถานการณ์แพร่ระบาดของโรคติดเชื้อโควิด-19 แล้ว ยังได้รับความเดือดร้อนจากการถูกนายทุนพ่อค้าขายวัว บริษัทเอกชนจัดส่งวัวไม่ได้สเป็กมาให้
โดยล่าสุดที่บ้านธนบุรี ต.โพนงาม อ.กมลาไสย จ.กาฬสินธุ์ ชาวบ้านซึ่งเป็นสมาชิกกลุ่มเกษตรยั่งยืนบ้านธนบุรีจำนวน 10 คน นำโดยนายวิเชฐ เขตประกร อายุ 53 ปี อยู่บ้านเลขที่ 71 หมู่ 12 บ้านธนบุรี ต.โพนงาม ประธานกลุ่มเกษตรยั่งยืนบ้านธนบุรี ได้รวมตัวกันปรับทุกข์ และเรียกร้องให้นายทุนคืนเงินจำนวน 500,000 บาท เป็นเงินค่าซื้อวัว 10 ตัว และค่าอาหารวัว หลังมีการจัดส่งมาแต่ไม่ตรงตามสัญญา ทั้งน้ำหนักและสายพันธุ์ โดยชาวบ้านระบุว่าได้เข้าร้องทุกข์กับปรึกษากองทุนฟื้นฟูและพัฒนาเกษตรกร สาขา จ.กาฬสินธุ์ และศูนย์ดำรงธรรม จ.กาฬสินธุ์แล้ว แต่ยังไม่มีความคืบหน้า
นายวิเชฐ เขตประกร ประธานกลุ่มเกษตรยั่งยืนบ้านธนบุรี กล่าวว่า ตนและชาวบ้านที่เป็นสมาชิกกองทุนฟื้นฟูและพัฒนาเกษตรกร สาขา จ.กาฬสินธุ์ ได้รวมกลุ่มกันในนามกลุ่มเกษตรยั่งยืนบ้านธนบุรี 10 คน ทำโครงการขอกู้เงินกองทุนฟื้นฟูและพัฒนาเกษตรกร สาขา จ.กาฬสินธุ์จำนวน 500,000 บาท เมื่อปี 2563 และได้รับการอนุมัติต้นปี 2564 เพื่อนำมาซื้อวัวลูกผสมพันธุ์ดีมาเลี้ยงสร้างงาน สร้างอาชีพ โดยการจัดซื้อได้รับคำแนะนำจากผู้ประสานงานคนหนึ่ง ซึ่งมีความเชื่อใจกัน ก่อนที่จะมีการติดต่อกับแหล่งจำหน่ายวัว ซึ่งเป็นบริษัทเอกชนแห่งหนึ่ง และทำสัญญาซื้อขายระหว่างกลุ่มเรากับนายทุนบริษัท ตั้งแต่วันที่ 25 พฤษภาคม 2563 โดยในสัญญาซื้อขาย 500,00 บาท ระบุว่าการวัวต้องเป็นสายพันธุ์ผสมบราห์มัน จำนวน 10 ตัว แต่ละตัวต้องมีน้ำหนัก 300 กิโลกรัม ราคาตัวละ 36,000 บาท รวมเป็นเงิน 360,000 บาท ส่วนที่เหลืออีก 140,000 บาท แบ่งเป็นค่าอาหารเสริม ค่าหญ้าหมัก และค่าดำเนินการอื่นๆ ทั้งนี้กำหนดมอบวัววันที่ 10 ตุลาคม 2564 ที่ผ่านมามา
นายวิเชฐ กล่าวต่อว่า หลังจากกองทุนฯ ได้อนุมัติเงินกู้ 500,000 บาท เข้าบัญชีของกลุ่มฯ จึงทยอยโอนเงินจำนวนดังกล่าวให้กับนายทุนขายวัว และอาหารเสริมเมื่อวันที่ 22 กันยายน 2564 จากนั้นวันที่ 24 กันยายน 2564 ได้เดินทางไปดูตัววัว เพื่อทำการคัดเลือกวัวที่จะนำมาเลี้ยง ที่ฟาร์มแห่งหนึ่งใน อ.ยางสีสุราช จ.มหาสารคาม หลังจากนั้นจึงได้กลับมาที่บ้าน ด้วยความดีใจที่ จะได้มีวัวงามเลี้ยง และจะได้มีกำไรเมื่อถึงอายุจำหน่าย
นายวิเชฐ กล่าวอีกว่า แต่แล้วก็เกิดเหตุการณ์พลิกผัน เมื่อวันที่ 1 ตุลาคม 2564 ที่ผ่านมา ขณะที่ตนไปธุระต่างอำเภอ ทุนมีคนเป็นตัวแทนนายทุนได้จัดส่งวัวมาให้กับกลุ่มจำนวน 10 ตัว ซึ่งทางสมาชิกกลุ่มได้ตรวจสอบสภาพวัวแต่ละตัวที่ส่งให้นั้นไม่เป็นไปตามสเป็กที่กลุ่มต้องการ และไม่ตรงตามสัญญา อีกทั้งไม่ใช่วัวตัวที่ไปคัดเลือกและจองไว้ โดยวัวที่ส่งมาบางตัวไม่ใช่พันธุ์ผสมบราห์มัน เป็นวัวพื้นบ้าน บางตัวรูปร่างผอมแห้ง อายุไม่เป็นไปตามสัญญา และส่วนใหญ่น้ำหนักไม่ถึง 300 กิโลกรัม อีกทั้งบางตัวมีตุ่มขึ้นตามผิวหนังคล้ายกับเป็นโรคลัมปีสกิน ซึ่งทางสมาชิกกลุ่มได้โทรศัพท์แจ้งให้ตนทราบ จึงได้รีบเดินทางมาดู พร้อมตกลงกันในกลุ่มว่าจะไม่ลงชื่อยอมรับวัวที่ส่งมา เพราะมองว่าเป็นวัวขี้โรค จากนั้นได้แจ้งให้นายทุนมารับวัวจำนวนดังกล่าวกลับไป และบอกว่าจะนำวัวมาเปลี่ยน จนถึงขณะนี้ยังไม่มีการส่งวัวมาให้ใหม่ และหากไม่ส่งวัวมา ทางกลุ่มอยากขอเงินคืนเพื่อที่จะเอาไปซื้อเอง” นายวิเชฐกล่าว
ด้านนางสำเนียง ขันวิสิทธิ์ อายุ 61 ปี อยู่บ้านเลขที่ 277 บ้านธนบุรี หมู่ 5 ต.โพนงาม สมาชิกกลุ่มเกษตรยั่งยืนบ้านธนบุรี กล่าวว่า เหตุการณ์ที่เกิดดังกล่าว การที่นำวัวที่ไม่ตรงสเป็กมาส่งให้ ไม่ต่างกับส่งวัวขี้โรคมาให้ จึงได้ประสานกับทางนายทุน ซึ่งเป็นตัวแทนมาทำสัญญาซื้อขายกับกลุ่ม เพื่อขอให้โอนเงินมาคืนกับกลุ่ม และเพื่อที่สมาชิกกลุ่มเราจะไปจัดหาซื้อวัวจากแหล่งอื่นที่มีคุณภาพมาเลี้ยงเอง แต่ทางตัวแทนนายทุนก็บ่ายเบี่ยง และผลัดวันประกันพรุ่งเรื่อยมา สุดท้ายไม่สามารติดต่อไป จึงได้เตรียมเอกสารไปปรึกษาข้อกฎหมายกับกองทุนฟื้นฟูและพัฒนาเกษตรกร สาขา จ.กาฬสินธุ์ และศูนย์ดำรงธรรม จ.กาฬสินธุ์ เมื่อประมาณกลางเดือนตุลาคมที่ผ่านมา แต่ยังไม่มีความคืบหน้า
ขณะที่นายรัชต มูลทรัพย์ (ชื่อ อ่านว่า รัด-ชะ-ตะ) หัวหน้าสำนักงานกองทุนฟื้นฟูและพัฒนาเกษตรกร สาขา จ.กาฬสินธุ์ กล่าวว่า ทางกองทุนฯได้อนุมัติสินเชื่อปลอดดอกเบี้ย วงเงิน 500,000 บาท ให้กับกลุ่มเกษตรยั่งยืนบ้านธนบุรี ต.โพนงาม อ.กมลาไสย จ.กาฬสินธุ์ เพื่อจัดซื้อวัวมาเลี้ยงจริง โดยโอนผ่านทางธนาคาร ในส่วนของการดำเนินการต่างๆ เช่น การจัดซื้อจัดจ้าง ทางกลุ่มจะเป็นฝ่ายดำเนินการเอง ซึ่งระเบียบว่าไว้อย่างนั้น
นายรัชตกล่าวอีกว่า หลังจากทราบปัญหาความเดือดร้อนของสมาชิกกองทุนฯกลุ่มเกษตรยั่งยืนบ้านธนบุรี ที่ปฏิเสธการรับวัวที่ฝ่ายคู่สัญญาจัดส่งให้ พร้อมเรียกร้องให้ทางฝ่ายคู่สัญญาจ่ายเงินคืนนั้น ทางกองทุนฟื้นฟูและพัฒนาเกษตรกร สาขา จ.กาฬสินธุ์ กำลังดำเนินการพิจารณาแนวทางช่วยเหลือ คาดว่าจะใช้ระยะเวลาประมาณ 60 วัน
