ที่โรงกำจัดขยะเทศบาลนครขอนแก่น ซึ่งตั้งอยู่ที่ บ.คำบอน ต.โนนท่อน อ.เมือง จ.ขอนแก่น นางสุธาวัลย์ ริมผดี นายกเทศมนตรีตำบลโนนท่อน หรือ ทต.พร้อมด้วย นายประสิทธิ์ เดชอักษร รอง นายก ทต.โนนท่อน และนายโกวิทย์ อ่อนฮุย ปลัด ทต.โนนท่อน พาสื่อมวลชนลงพื้นที่ตรวจสอบปริมาณขยะที่ทำการจัดเก็บและกำจัดในความรับผิดชอบของเทศบาลนครขอนแก่น ที่ยังคงคงค้างอยู่ภายในบ่อยกำจัดขยะแห่งนี้รวมกว่า 780,000 ตัน ในขณะที่การกำจัดขยะด้วยระบบเผาและแปรสภาพเป็นพลังงานไฟฟ้าสามารถดำเนินการได้วันละ 400-450 ตัน ต่อวันเท่านั้น โดยมีขยะใหม่จากพื้นที่ต่างๆเข้ามาที่บ่อกำจัดขยะแห่งนี้วันละประมาณ 500 ตัน หลังจากมติที่ประชุมสภาเทศบาล ทต.โนนท่อน เมื่อเดือน ต.ค.ที่ผ่านมามีมติไม่อนุมัติจัดทำโครงการจัดตั้งโรงงานแปรรูปขยะเป็นพลังงานไฟฟ้า ตามที่จังหวัดได้กำหนดไว้
นางสุธาวัลย์ ริมผดี นายก ทต.โนนท่อน กล่าวว่า มติที่ประชุม จ.ขอนแก่นได้กำหนดแนวทางในการแก้ปัญหาขยะคงค้างที่บ่อกำจัดขยะของเทศบาลนครขอนแก่น ที่ตั้งอยู่ที่ เขต ต.โนนท่อนแห่งนี้ โดยกำหนดให้เทศบาลนครขอนแก่น ดำเนินการกำจัดขยะคงค้างที่มีอยู่รมกว่า 780,000 ตัน โดยให้กำจัดขยะด้วยระบบโรงงานแปรรูปขยะเป็นพลังงานไฟฟ้าแห่งที่ 1 ที่ตั้งอยู่บริเวณด้านหน้าบ่อกำจัดขยะ ซึ่งสามารถกำจัดขยะได้ที่ประมาณวันละ 400-450 ตัวต่อวัน ในขณะที่ปริมาณขยะใหม่ที่เข้ามาที่บ่อกำจัดขยะแห่งนี้อยู่ที่วันละ 500 ตัวต่อวัน ดังนั้นที่ประชุมร่วมระดับจังหวัดจงได้กำหนดแนวทางในการแก้ไขปัญหาขยะคงค้างและแก้ไขปัญหาพื้นที่ ต.โนนท่อน ในการกำจัดขยะ ทั้งคงค้างเก้าและขยะใหม่ที่ต้องรับแบบรายวัน ในการกำหนดแนวทางการจัดตั้งโรงงานแปรรูปขยะเป็นพลังงานไฟฟ้าแห่งที่ 2 ขึ้นในความรับผิดชอบของ ทต.โนนท่อน ซึ่งเมื่อมติที่ประชุมดังกล่าวออกมา ซึ่งเป็นแผนงานที่เป็นไปตามนโยบายรัฐ เทศบาลฯจึงได้ดำเนินการตามระเบียบขั้นตอนของกฎหมาย ด้วยการร่วมลงนามในบันทึกข้อตกลงร่วมกันกับ อปท.ในกลุ่มที่ 1 รวม อปท.ทั้งหมดกว่า 40 แห่ง ในการเห็นชอบและมอบหมายให้ ทต.โนนท่อน ดำเนินการตามนโยบายของจังหวัดและนโยบายของรัฐบาลในการขับเคลื่อนแผนงาน โดยจะต้องนำเสนอต่อที่ปะชุมสภาฯได้รับทราบและผ่านความเห็นชอบ แต่ในการประชุมสภาฯ พบว่ามติสภาไม่ผ่านด้วยคะแนน 6 ต่อ 5
“ ในการจัดการขยะของขอนแก่นได้แบ่งกลุ่มการบริหารจัดการขยะทั้งหมด 5 กลุ่ม โดย ต.โนนท่อน อยู่ในกลุ่มที่ 1ที่มีเทศบาลนครขอนแก่น เป็นผู้รับดำเนินการ โดยใช้เนื้อที่ ในเขต ต.โนนท่อน รวม 90 ไร่ในการกำจัดขยะให้กับ อปท. ทั้งหมด 40 แห่งในเขต อ.เมือง,บ้านฝาง,พระยืน และ อ.อุบลรัตน์ โดยขณะนี้มีขยะคงค้างที่ยังคงอยู่ในขั้นตอนของการไถกลบ รวมกว่า 780,000 ตัน โดยการกำจัดขยะด้วยโรงงานแปรรูปขยะเป็นพลังงานไฟฟ้าแห่งที่ 1 ในความรับผิดชอบของ ทน.ขอนแก่น สามารถดำเนินการได้วันละประมาณ 400-450 ตันต่อวัน ในขณะที่ขยะใหม่ที่เข้ามาที่บ่กำจัดขยะแห่งนี้วันละประมาณ 500 ตัน ดังนั้นที่ประชุมระดับจังหวัดจึงเสนอแนวทางการแก้ไขปัญหาทั้งขยะเก่าและขยะใหม่ โดยให้ความสำคัญกับคนโนนท่อน ที่ต้องเร่งแก้ไขปัญหาขยะให้หมดไปจากพื้นที่กำจัดขยะเดิม ให้กลายกลับมาเป็นพื้นที่สีเขียวและพื้นที่ของชุมชนอีกครั้ง รวมทั้งการรองรับขยะใหม่ที่เกิดขึ้นทุกวัน จึงเสนอแนวทางในการตั้งโรงงานแห่งที่ 2 ขึ้นและให้อยู่ในความดูแลของ ทต.โนนท่อน และขณะนี้เข้าสู่การดำเนินการก้าวแรก คือการนำเสนอต่อที่ประชุมสภาเทศบาลฯ โดยในการประชุม ผู้แทนระดับจังหวัดได้มานำเสนอต่อที่ประชุม ในระยะที่ 1 แต่ที่ประชุมไม่เห็นชอบ ด้วยคะแนน 6 ต่อ 5 ทำให้ขณะนี้เทศบาลฯจึงรอรายงานเอกสารวาระการประชุมฉบับสมบูรณ์เพื่อสรุปผลการประชุมให้กับจังหวัดได้รับทราบและดำเนินการตามขั้นตอนต่างๆต่อไป”
นายก ทต.โนนท่อน กล่าวต่ออีกว่า เทศบาลฯคำนึงถึงสภาพความเป็นอยู่และการแก้ไขปัญหาที่ยั่งยืนให้กับชุมชน ที่เป็นหัวใจหลักของการบริหารงานของคณะผู้บริหารชุดปัจจุบัน ดังนั้นเมื่อก้าวแรกไม่ผ่าน จากมติที่ประชุมสภาฯ ก็จะต้องรายงานให้กับจังหวัดและหน่วยงานที่เกี่ยวข้องได้รับทราบเพื่อกำหนดแนวทางการทำงานในด้านต่างๆต่อไป ซึ่งขณะนี้เทศบาลฯยังไม่ได้ได้ดำเนินการใดๆเพราะก้าวแรกยังไม่ผ่าน และหากผ่านก้าวแรกเมื่อที่ประชุมสภาฯเห็นชอบและมีมติผ่านตามแผนงานที่เทศบาลฯกำหนด ตามนโยบายของรัฐที่กำหนดไว้ ก็จะต้องดำเนินการในขั้นตอนต่างๆอีก 10ขั้นตอนหลักและยังคงมีรายละเอียดปลีกย่อยในข้อกฎหมายที่เกี่ยวข้อง ทั้งการเปิดเวทีประชาคม,การสำรวจด้านสิ่งแวดล้อม หรือ EIA รวมไปถึงข้อกฎหมายที่เกี่ยวข้อง ยกตัวอย่างว่าโรงงานแปรรูปขยะแห่งที่ 1 ที่ตั้งขึ้นนั้นใช้เวลาในการดำเนินงานนานกว่า 5 ปี จึงสามารถที่จะเปิดระบบกำจัดขยะได้ แต่แห่งที่ 2 นี้ เทศบาลฯดำเนินการตามขั้นตอนของรัฐในด้านต่างๆอย่างครบถ้วน และเป็นไปตามระเบียบและกรอบของกฎหมาย โดยยังไม่ได้ดำเนินการใดๆไปตามที่หลายฝ่ายเข้าใจ ซึ่งเป็นข้อมูลที่คลาดเคลื่อน ดังนั้นเมื่อการสรุปรายงานจากที่ประชุมสภาฯ เสนอต่อจังหวัดได้รับทราบแล้ว จังหวัดจะมีแผนการดำเนินงานใดๆต่อไป เทศบาลฯก็พร้อมจะดำเนินงานตามระเบียบและข้อบังคับ และหารือร่วมกันกับทุก่ายทั้งชุมชน,ฝ่ายปกครอง,ฝ่ายสภาฯ รวมไปถึงหน่วยงานที่เกี่ยวข้องเพื่อให้เกิดการแก้ไขปัญหาที่ยั่งยืนต่อไป
