ตลาดหลักทรัพย์ลาว สานต่อร่วมมือ ตลท.-ก.ล.ต.,จ่อดัน 7 รัฐวิสาหกิจเข้าระดมทุนเพิ่มแรงดึงดูด

ท่านนางสายสมร จันทจัก ผู้อำนวยการใหญ่ ตลาดหลักทรัพย์ลาว (LSX) นำคณะเข้าหารือสำนักงานคณะกรรมการกำกับหลักทรัพย์ (ก.ล.ต.) และ ตลาดหลักทรัพย์แห่งประเทศไทย (ตลท.) เมื่อวันที่ 30 มิ.ย.ที่ผ่านมาเพื่อสานต่อความร่วมมือในการพัฒนาตลาดทุนระหว่างกัน โดยเฉพาะการเข้าจดทะเบียนสองตลาด (Dual Listing) และการออกตราสารแสดงสิทธิการฝากหลักทรัพย์ต่างประเทศ (DR) ขณะที่ตลาดหุ้นลาวอยู่ระหว่างการแก้ไขปัญหาด้านสภาพคล่องและเพิ่มความน่าสนใจ ซึ่งขณะนี้อยู่ระหว่างศึกษาความเหมาะสมที่จะผลักดันรัฐวิสาหกิจชั้นนำราว 7 แห่งเข้ามาใช้ช่องทางการระดมทุนในตลาดทุน
ท่านนางสายสมร กล่าวว่า การหารือกับนายภากร ปีตธวัชชัย กรรมการและผู้จัดการ ตลท.ในสาระสำคัญ ได้แก่ การส่งเสริมความร่วมมือระหว่างกัน ซึ่งผู้จัดการ ตลท.สนับสนุนการดึงดูดผู้ลงทุน และช่วยเพิ่มสภาพคล่องในตลาดหุ้นลาว

โดยในระหว่างหารือหยิบยกเครื่องมือที่น่าสนใจ คือ การออก Depositary Receipt (DR) หรือตราสารแสดงสิทธิหลักทรัพย์ต่างประเทศเพื่อให้นักลงทุนในไทยสามารถลงทุนในหลักทรัพย์ต่างประเทศได้ ซึ่งที่ผ่านมามีเอกชนไทยได้ออก DR เพื่อลงทุนในหลักทรัพย์ในเวียดนาม ฮ่องกง และจีน เป็นต้น จึงได้รับจะไปพิจารณาปรับหลักเกณฑ์เพื่อรองรับ DR เพื่อการลงทุนหุ้นในตลาดหลักทรัพย์ลาว

นอกจากนั้น ยังหารือเพื่อสานต่อประเด็น Dual Listing เพื่อช่วยให้บริษัททั้งสองประเทศสามารถใช้ช่องทางการระดมทุนข้ามประเทศได้อย่างสะดวก และการให้ความรู้แก่บุคลากรในตลาดทุน รวมถึงผู้ประกอบการที่สนใจเข้ามาระดมทุนเพื่อให้เข้าใจความสำคัญในการใช้ช่องทางตลาดทุนเป็นเครื่องมือในการระดมทุน

ส่วนการเข้าพบเลขาธิการ ก.ล.ต.ไทย ก็ได้รับการต้อนรับเป็นอย่างดี ซึ่งในส่วนของก.ล.ต.ก็ได้เน้นในกรอบของการคุ้มครองผู้ลงทุนและการปรับปรุงหลักเกณฑ์ที่ต้องเอื้อต่อการเข้ามาระดมทุนของผู้ประกอบการและโปร่งใสเป็นธรรมกับผู้ลงทุนทุกฝ่าย

ผู้อำนวยการใหญ่ LSX ยังกล่าววว่า หนึ่งในแนวทางที่ตลาดหุ้นลาวเห็นว่าจะช่วยเพิ่มความน่าสนใจให้กับนักลงทุน คือ การนำรัฐวิสาหกิจเข้าจดทะเบียนเพิ่มเติม เนื่องจาก 2 บริษัทที่มีการซื้อขายสูงสุดในตลาดหุ้นลาวจากที่มีทั้งหมด 11 บริษัท ก็คือ บมจ.ผลิต-ไฟฟ้าลาว (EDL-Gen) และ ธนาคารการค้าต่างประเทศลาว (BCEL)

ปัจจุบันก็มีบริษัทรัฐวิสาหกิจของ สปป.ลาวหลายแห่งที่ต้องการเข้าระดมทุนเพื่อนำเงินไปพัฒนาระบบโครงสร้างพื้นฐานของประเทศ แต่เบื้องต้นมีรัฐวิสาหกิจราว 7 แห่งที่มีความพร้อมเพียงพอที่จะเดินหน้าเข้าตลาดหลักทรัพย์ได้ ได้แก่ สกายเวย์ ซึ่งเป็นกิจการให้บริการด้านการบิน, L jet ให้บริการด้านสนามบินที่เป็นการร่วมทุนระหว่างรัฐบาลลาว และเอกชนญี่ปุ่น, บริษัทผลิตยาของรัฐ และ บริษัทที่ให้บริการติดตั้งไฟฟ้าให้กับประชาชน เป็นต้น

ในด้านผู้ลงทุนในตลาดหุ้นลาว ขณะนี้มีบัญชีนักลงทุนทั้งหมด 1.6 หมื่นบัญชี แบ่งเป็นบัญชีจากนักลงทุนต่างชาติราว 20% โดยมูลค่าการซื้อขายในตลาดหุ้นมากกว่า 50% มาจากนักลงทุนต่างชาติ

Mrs. Saisamorn said that the discussions with Mr. Pakorn Pitathawatchai, Director and Manager SET, in essence, is to promote cooperation between each other. which manager SET supports attracting investors and help increase liquidity in the Lao stock market

During the discussions, an interesting tool was to be raised, namely the issuance of a Depositary Receipt (DR) or foreign securities options to enable Thai investors to invest in foreign securities. In the past, a Thai private sector has issued a DR to invest in securities in Vietnam, Hong Kong and China, etc. Therefore, it will be considered to adjust the criteria to support DR for investment in shares in the Lao Stock Exchange.

It also discusses to continue the Dual Listing issue to enable companies in both countries to conveniently use cross-border fundraising channels. and educating personnel in the capital market Including entrepreneurs who are interested in raising funds to understand the importance of using capital market channels as a fundraising tool

As for meeting with the secretary-general of the Thai SEC, it was well received. As for the SEC, it has emphasized on the framework of investor protection and improvement of rules that are conducive to entrepreneurs’ fundraising and transparency and fairness to all investors.

LSX director general also said that one of the ways the Lao stock market sees it will increase investor interest is to bring in more state-owned enterprises to list, as it is two of the 11 most active companies on the Lao stock market out of 11 companies. These are Lao Electricity Generating Public Company Limited (EDL-Gen) and Lao Foreign Trade Bank (BCEL).

At present, there are state-owned enterprises Many Lao PDR who want to raise funds to use the money to develop the country’s infrastructure system. But initially, there are about 7 state-owned enterprises that are ready enough to go on to the stock market: Skyway, an aviation service company, L jet, an airport service joint venture between the Lao government. and Japanese private companies, government drug companies and companies that provide electricity installation services to the people, etc.

for investors in the Lao stock market Currently, there are 16 thousand investor accounts, of which about 20% are from foreign investors, with more than 50% of the stock market turnover coming from foreign investors.
