ระดับน้ำโขงวัดที่ส่วนอุทกวิทยาหนองคาย กรมทรัพยากรน้ำ อยู่ที่ 8.30 เมตร ซึ่งเป็นระดับน้ำที่สูงขึ้นจากวันที่ 22 ก.ค. 61
ปริมาตร 1.69 เมตร และสูงขึ้นพรวดในวันเดียว เนื่องจากที่ผ่านมาทางภาคเหนือของไทยและลาวมีฝนตกหนักทำให้น้ำไหลลงมาสู่แม่น้ำโขง โดยตลิ่งแม่น้ำโขงที่จังหวัดหนองคายสามารถรองรับน้ำได้ที่ 12 เมตร
แต่หากปริมาณน้ำถึง 10 เมตรจะมีการปิดประตูระบายน้ำในตัวเมืองหนองคายเพื่อป้องกันไม่ให้น้ำโขงทะลักเข้าตามรางระบายน้ำ นอกจากนี้ยังคาดการณ์ว่าในวันที่ 24 ก.ค. 61 ปริมาณน้ำจะเพิ่มสูงขึ้นอีก 2 เมตร ด้านโครงการชลประทานหนองคายได้รายงานสถานการณ์และหนังสือเตรียมความพร้อมรับสถานการณ์แม่น้ำโขงหนุนสูงขึ้น เสนอต่อ นายรณชัย จิตรวิเศษ ผู้ว่าราชการจังหวัดหนองคาย ว่าแม้ระดับน้ำโขงที่จังหวัดหนองคายจะอยู่ต่ำกว่าตลิ่ง 4.11 เมตร แต่อาจมีผลกระทบต่อการระบายน้ำในลำน้ำห้วยหลวงตอนล่าง บริเวณประตูระบายน้ำห้วยหลวง อ.โพนพิสัย จ.หนองคาย ซึ่งเป็นลำน้ำสาขาที่จะไหลลงสู่แม่น้ำโขง ทางโครงการชลประทานหนองคายได้ติดตามเฝ้าระวังสถานการณ์น้ำอย่างต่อเนื่อง
โดยจัดเจ้าหน้าที่เวรยามควบคุมการระบายน้ำ หากพิจารณาแล้วว่าระดับน้ำโขงสูงขึ้นหนุนเข้ามาในพื้นที่อาจส่งผลกระทบต่อพื้นที่การเกษตรก็จะปิดประตูระบายน้ำ และติดตั้งเครื่องสูบน้ำขนาด 12 นิ้ว จำนวน 15 เครื่อง เพื่อระบายน้ำในลำห้วยหลวงออกสู่แม่น้ำโขง
