วัดปากแซง ตามประวัติเล่าว่ามีกษัตริย์สมัยขอมพระองค์หนึ่ง ทรงพระนามว่า พระยาแข้วเจ็ดถัน ได้เสด็จล่องเรือลงมาตามลำแม่น้ำโขงในฤดูฝน พอถึงบ้านปากแซงก็ค่ำลง จึงได้หยุดประทับแรม 1 คืน วันรุ่งขึ้น พระองค์ได้เสด็จขึ้นไปยังหมู่บ้าน และได้พบกับเจ้ากวนของหมู่บ้านในสมัยนั้น พระยาแข้วเจ็ดถัน ได้ตรัสถามถึงประวัติของหมู่บ้าน เจ้ากวนได้เล่าให้ฟังว่า บ้านนี้มีหาดสวยงามกว้างใหญ่ ในฤดูแล้ง หาดทรายจะโผล่ขึ้นเหนือผิวน้ำ และหาดทรายแห่งนี้มีสิ่งอัศจรรย์อยู่คือ ถ้าปีใดหาดทรายโผล่ขึ้นเหนือผิวน้ำระหว่างหมู่บ้าน ประชาชนจะอยู่เย็นเป็นสุข เมื่อพระองค์ได้ทราบก็เกิดศรัทธาในใจว่า สักวันหนึ่งจะต้องย้อนกลับมาสร้างหมู่บ้านนี้ให้เป็นเมือง ในราว พ.ศ. 1154 พระองค์ ก็ได้เสด็จมา พร้อมด้วยข้าทาสบริวารเป็นจำนวนมาก เมื่อเสด็จมาถึง พระองค์จึงได้มอบให้เจ้าแสง ซึ่งคงจะเป็นนายชั้นผู้ใหญ่ เป็นคนควบคุมการก่อสร้างพร้อมกันนี้ก็ได้สร้างพระพุทธรูปขึ้นองค์หนึ่ง ซึ่งสร้างแล้วเสร็จเมื่อประมาณ พ.ศ. 1180 และขนานนามว่า พระอินทร์ใส่โฉม (ต่อมาเรียก พระเจ้าใหญ่องค์ตื้อ) เมื่อเจ้าแสงถึงแก่กรรมลง ชาวเมืองได้สร้างหอหลักเมืองขึ้นเพื่อเป็นอนุสรณ์ และขนานนามว่า หอแสง ต่อมาวัดแห่งนี้ก็ขาดคนบูรณะ และกลายเป็นวัดร้าง จนกระทั่งเวลาผ่านไปหลายร้อยปี ควาญช้างในหมู่บ้านนี้ ได้ไปพบพระพุทธรูปองค์ดังกล่าว และได้บอกบุญชาวบ้านร่วมกันบูรณะวัดขึ้นมาอีกครั้งหนึ่งและต่อมาจึงเปลี่ยนชื่อวัดเป็น วัดพระโต
