สมาคมชาวไร่อ้อยภาคตะวันออกเฉียงเหนือผนึกกำลังสมาคมชาวไร่อีสานเหนือ จ.อุดรธานี ยื่นหนังสือหนุนร่าง พ.ร.บ. อ้อยและน้ำตาลฉบับที่เกษตรกรชาวไร่อ้อยเสนอ ย้ำต้นตอปัญหาทำชาวไร่อ้อยเดือดร้อนเพราะรัฐหนุนปลูกอ้อยมากเกินไป ซ้ำจำกัดน้ำหนักรถบรรทุกอ้อยเข้าโรงงานเข้มเกินทำให้อ้อยตกค้างในไร่
วันนี้ (31 พ.ค.) ที่ศาลากลางจังหวัดอุดรธานี นายไพบูลย์ ธิติศักดิ์ นายกสมาคมกลุ่มชาวไร่อ้อยภาคตะวันออกเฉียงเหนือ พร้อมด้วยสมาคมชาวไร่อีสานเหนือ จ.อุดรธานี และคณะกรรมการสมาคมฯ ได้เข้าพบนายสิทธิชัย จินดาหลวง รองผู้ว่าราชการจังหวัดอุดรธานี เพื่อนำเสนอปัญหาและแนวทางแก้ไขปัญหาความเดือดร้อนของชาวไร่อ้อย และยื่นหนังสือเสนอแนวทางแก้ไขความเดือดร้อนของชาวไร่อ้อยและขอให้สนับสนุนร่างแก้ไขพระราชบัญญัติอ้อยและน้ำตาล พ.ศ….ที่เกษตรกรชาวไร่อ้อยเสนอ
นายไพบูลย์ ธิติศักดิ์ นายกสมาคมกลุ่มชาวไร่อ้อยภาคตะวันออกเฉียงเหนือ กล่าวว่า จากปัญหาราคาอ้อยตกต่ำในฤดูการผลิตปี 2560/2561 ต่อเนื่องถึงปี 2561/2562 เพื่อให้หน่วยงานต่างๆ ตลอดจนรัฐบาลได้รับทราบข้อเท็จจริง สมาคมฯ ขอให้ความเห็นว่า จากนโยบายของรัฐบาลที่ผ่านมาส่งผลกระทบและสร้างความเดือดร้อนและเสียหายต่อเกษตรกรชาวไร่อ้อยและชาวนาเป็นอย่างมาก คือนโยบายส่งเสริมให้ชาวบ้านหันมาปลูกอ้อย ทำให้ปริมาณอ้อยเพิ่มขึ้น, การคุมน้ำหนักรถบรรทุกอ้อยส่งโรงงาน, การจำกัดน้ำหนักการบรรทุกอ้อย, การจำกัดความสูงที่ 3.60 เมตร ส่งผลกระทบให้มีปริมาณอ้อยคงเหลือ, การกำหนดให้โรงงานน้ำตาลหยุดช่วงเทศกาลสงกรานต์ซึ่งเป็นฤดูหีบอ้อยทำให้อ้อยส่งโรงงานล่าช้า, การกำหนดนโยบายการนำเข้าแรงงานต่างด้าวที่เข้มงวด ทำให้สร้างผลกระทบต่อเกษตรกรที่พึ่งแรงงานเป็นหลัก ที่สำคัญยังเป็นต้นเหตุปัญหาความเดือดร้อนของชาวไร่อ้อยกรณีที่ราคาอ้อยตกต่ำในช่วงปี 2560/2561 และต่อเนื่องถึงปี 2561/2562 อยู่ที่ตันละ 880 บาทเท่านั้น
ในขณะที่ในปี 2559 ราคาอ้อยอยู่ที่ 1,050 บาท ซึ่งที่ผ่านมา สมาคมฯ มีการหาแหล่งเงินชดเชยให้ชาวไร่อ้อย แต่ก็ยังไม่พอในส่วนที่ขาดทุนไป
นายไพบูลย์กล่าวต่อว่า ขอให้รัฐบาลยึดเอาร่างพระราชบัญญัติอ้อยและน้ำตาล พ.ศ…. ที่เกษตรกรชาวไร่อ้อยเข้าชื่อในการเสนอร่างพระราชบัญญัติอ้อยและน้ำตาลทราย พ.ศ…ที่เคยยื่นร่างไว้กับประธานสภานิติบัญญัติแห่งชาติเมื่อวันที่ 29 มีนาคม 2561 ที่ผ่านมา
ด้านนายสิธิชัย จินดาหลวง รองผู้ว่าราชการจังหวัดอุดรธานี ได้รับฟังข้อเสนอแนะและนำเรียนผู้ว่าราชการจังหวัดอุดรธานี และส่งเรื่องนี้ให้รัฐบาลรับทราบเพื่อหาทางแก้ไขต่อไป
