ที่ห้องประชุมนางสาวบุญเหลือ ชั้น 2 ศาลากลางจังหวัดนครราชสีมา นายวิเชียร จันทรโณทัย ผวจ.นครราชสีมา เป็นประธานจัดการประชุมร่วมคณะอนุกรรมการจัดระบบการจราจรทางบกจังหวัดนครราชสีมา (อจร.นม.) ครั้งที่ 2/2565 ผ่านระบบวีดิทัศน์ทางไกล (VCS : Webex Meetings) กับผู้แทนกรมการขนส่งทางราง การรถไฟแห่งประเทศไทย (รฟท.) สำนักงานนโยบายและแผนการขนส่งและจราจร (สนข.) และการท่าเรือแห่งประเทศไทย โดยมีระเบียบวาระ 3.1 เรื่องติดตามความคืบหน้าการดำเนินโครงการในพื้นที่จังหวัดนครราชสีมา โครงการพัฒนารถไฟความเร็วสูงเพื่อเชื่อมโยงภูมิภาค ช่วงกรุงเทพมหานคร–หนองคาย และวาระที่ 3.2 ความคืบหน้าโครงการก่อสร้างรถไฟฟ้าทางคู่ช่วงมาบกะเบา-ชุมทางถนนจิระ โดยนำเสนอสถานะความก้าวหน้าของโครงการในรูปแบบการก่อสร้างเพื่อให้ตรงกับความต้องของประชาชนในพื้นที่พร้อมเปิดรับฟังข้อเสนอแนะเพื่อนำไปใช้เป็นข้อมูลประกอบในการดำเนินโครงการให้เกิดประโยชน์สูงสุดและลดผลกระทบด้านสิ่งแวดล้อมรวมทั้งชีวิตความเป็นอยู่ให้น้อยที่สุด
นายสรวิชญ์ สายศร ผู้แทนกรมขนส่งทางรางชี้แจงความคืบหน้าล่าสุดของโครงการรถไฟความเร็วสูงช่วงกรุงเทพ ฯ –หนองคาย ระยะที่ 2 ความก้าวหน้าโยธามีจำนวน 14 สัญญา ก่อสร้างแล้วเสร็จ 1 สัญญาอยู่ระหว่างก่อสร้าง 9 สัญญา เตรียมการก่อสร้าง 1 สัญญาและอยู่ระหว่างจัดซื้อจัดจ้าง 3 สัญญา ส่วนข้อร้องเรียนจากประชาชนในพื้นที่ ต.โคกกรวด และ ต.บ้านใหม่ อ.เมือง นครราชสีมา ขอให้เปลี่ยนแปลงแบบก่อสร้างทางรถไฟเป็นทางยกระดับตอม่อตั้งแต่สถานีรถไฟโคกกรวดถึงสถานีรถไฟนครราชสีมา ทดแทนคันดินยกระดับ รวมระยะทาง 8 กิโลเมตร ได้นำปัญหาเข้าสู่ ครม.พิจารณา โดย รฟท.มีแนวทางเลือก 4 รูปแบบ นำเสนอเพื่อเป็นการแก้ไขปัญหาให้ตรงต่อความต้องการของประชาชน รูปแบบที่ 1.ก่อสร้างตามสัญญาไม่มีการเปลี่ยนแปลง 2.เพิ่มสะพานลอย สะพานบก ราคาค่าก่อสร้างรถไฟความเร็วสูงเพิ่ม 57.96 ล้านบาท ระยะเวลาก่อสร้างเพิ่ม 16 เดือน รถไฟทางคู่เพิ่ม 36.90 ล้านบาท ระยะเวลาไม่เปลี่ยนแปลง แต่ประชาชนไม่ยอมรับ 3.ยกระดับ 4.05 กม. รถไฟความเร็วสูงเพิ่ม 1,235 ล้านบาท เวลาเพิ่ม 26 เดือน รถไฟทางคู่เพิ่ม 904.41 ล้านบาท เวลาไม่เปลี่ยนแปลง ซึ่งลดผลกระทบมากกว่ารูปแบบที่ 2 และรูปแบบที่ 4 ยกระดับทั้งหมด 7.85 กม. รถไฟความเร็วสูงเพิ่ม 1,823 ล้านบาท เวลาเพิ่ม 32 เดือน รถไฟทางคู่เพิ่ม 2,372 ล้านบาท ระยะเวลาก่อสร้างไม่เปลี่ยนแปลง ประชาชนยอมรับรูปแบบ โดยรูปแบบที่ 3 และ 4 ต้องจัดทำรายงาน EIA หรือผลกระทบสิ่งแวดล้อมช่วงนครราชสีมาใหม่ ดำเนินการได้ตามสัญญา ระเบียบ กฎหมาย (HSR ขอเงินเพิ่ม+ขยายเวลา) ขณะนี้ได้ปรับปรุงข้อมูลโครงการเตรียมยื่นเรื่องนำเสนอผู้บริหารกระทรวงคมนาคม และ ครม. ให้พิจารณาแนวทางที่ 3 และ 4 เพื่อขออนุมัติดำเนินโครงการ คาด ครม.จะมีการพิจารณาภายในเดือนพฤศจิกายน 2565
ด้านนายวิเชียร ผวจ นครราชสีมา เปิดเผยว่า ขอขอบคุณ รฟท. ได้ให้ความสำคัญต่อข้อเรียกร้องของพี่น้องประชาชน ถือเป็นปัญหาสำคัญที่จะส่งผลกระทบต่อการพัฒนาเมืองและวิถีชีวิตของประชาชนในอนาคต อย่างไรก็ตามขอให้มีการจัดทำหนังสือตอบรับชี้แจงการดำเนินการเป็นลายลักษณ์อักษร เพื่อนำไปชี้แจงประชาสัมพันธ์ให้ประชาชนรับทราบความคืบหน้า ความต้องการให้เปลี่ยนแปลงเป็นรูปแบบที่ 4 คือการยกระดับทางรถไฟตลอดเส้นทางผ่านเมืองโคราช เนื่องจากรูปแบบที่ 3 ยังมีปัญหาจราจรและการระบายน้ำ รวมทั้งวิถีชีวิตในอนาคตอย่างหลีกเลี่ยงไม่ได้ ซึ่งรูปแบบที่ 4 สามารถตอบโจทย์ได้ครอบคลุมและชัดเจนที่สุด
