บึงพลาญชัย ตั้งอยู่บริเวณกลางเมืองร้อยเอ็ด เรียกได้ว่าเป็นสัญลักษณ์ของจังหวัดเลยทีเดียวโดย มีลักษณะเป็นเกาะอยู่กลางบึงน้ำขนาดใหญ่ เป็นสถานที่พักผ่อนหย่อนใจสงบและร่มรื่นเป็นอย่างมากโดยบริเวณโดยรอบ ตกแต่งเป็นสวนไม้ดอกนานาพันธุ์ และในบึงน้ำมีปลาชนิดต่างๆมากมาย นอกจากนี้ บริเวณนี้นั้นยังใช้เป็นสถานที่จัดงานเทศกาลของจังหวัดรวมทั้งจัดมหรสพต่างๆ โดยภายในบึงพลาญชัยยังมีสิ่งก่อสร้างที่น่า สนใจ คือ ศาลเจ้าพ่อหลักเมือง เป็นที่เคารพบูชาของชาว ร้อยเอ็ด พระพุทธรูปปางลีลาขนาดใหญ่ กลางสวนดอกไม้ พานรัฐธรรมนูญ และนาฬิกาดอกไม้ ภูพลาญชัย มีลักษณะเป็นสวนสัตว์และน้ำตกจำลอง สนามเด็กเล่น นกชนิดต่างๆ สวนสุขภาพ และลานออกกำลังกายอีกด้วยลักษณะเด่น เป็นเกาะอยู่กลางมีแม่น้ำล้อมรอบ ตั้งอยู่ในแหล่งชุมชนง่ายต่อการเดินทางบรรยากาศดีเหมาะสำหรับเป็นแหล่งพักผ่อนหย่อนใจ ถือเป็นสัญลักษณ์ของจังหวัด
